Allen blasts Capita for failing the most vulnerable

The Ulster Unionist Party’s Communities spokesperson, Andy Allen MBE MLA, has challenged the Communities Minister to implement urgent changes to the PIP application system after a damning report from the Public Services Ombudsman highlighted systemic failings within the privatised application process used to assess the needs of those with disabilities.

Speaking after receiving the report, Mr Allen said:

“I welcome the publication today of the Public Services Ombudsman’s investigation into the processes and practices of Capita in assessing Personal Independence Payment (PIP) applications, a report in which the commissioner has identified ‘a finding of systemic maladministration’. I am however greatly disturbed at the findings which seem to indicate that in many cases Capita did not request additional information from Medical or professional sources, something that should be automatic when considering complex or challenging applications.

“In other cases highlighted, the Commissioner identified that applicants had to go through the appeal process only to have the original rejection of their application overturned, even though the evidence quoted was available to the initial assessor.  Working in our constituency offices we are very aware of the impact the stress placed on individuals and their families in dealing with appeals has. For the process to be so seemingly flawed in these ways is an additional obstacle for those who are fully entitled to PIP support.

“I am therefore calling on the Communities Minister to urgently review this report and ensure that these fundamental flaws are addressed without delay. Protecting our most vulnerable citizens is the cornerstone of Public Service and if private contractors are identified as not being fit for purpose then alternatives need to be identified and implemented without delay.”
